height="32">

WBIO2022

Biodiversity context

The urgency of conserving biodiversity is evident in the attention it has received from the world press after the reports made by researchers worldwide, particularly the intergovernmental platform on biodiversity and ecosystem services (IPBES) and its Brazilian equivalent (BPBES). The IPBES report calls attention to the intensity of species loss and its consequences for life, society, and the economy. This issue becomes even more evident when considering the interactions between the biodiversity and climate crisis, causing extreme events that have impacted the planet due to global warming generated by human action – scenarios that must be addressed to guarantee the future, even the present.

The United Nations (UN), the most renowned international institution, has been promoting sustainable development since 1972, which marked the creation of the UN Environment Program (UNEP). This global authority implements the environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the system of the UN, and acts as an official advocate for the environment and biodiversity.

In the context of transnational governance, in the last 18 months, the 196 national governments, including the European Union, signed the Convention on Biological Diversity (CBD). The CBD is the first global treaty on the sustainable use, conservation, and equitable sharing of benefits derived from biodiversity, which values the sovereignty of nations on the genetic resources within territories and the duty to preserve them. The convention has fostered the resurgence of territorial approaches to development among international organizations linked to sustainability. This powerful tool brings management and maintenance of natural resources more effectively and adequately to different local realities.

The “Post-2020 Global Biodiversity Framework” (GBF) emerges as a new mid to long-term framework, with 23 action goals by 2030 and 4 by 2050. All these goals require the contribution of subnational and local governments for their implementation. The GBF takes a polycentric approach to territorial governance, education, encouragement of sustainable consumption, and the application of cleaner production guidelines. The provinces/states, regions, and cities are the main actors of change and development.

The WorldBio2022 (WBio2022) proposal builds upon the experience of critical actors such as the CBD Secretariat, ICLEI, GIZ, the European Union, and Regions4; networks such as the Edinburgh Process Partners, GoLS, and AC-SNG; and relies on the leadership for decades of States such as São Paulo, Brazil.

WBio2022

WBio2022 is an event associated with the process that aims to support global initiatives by local and subnational governments (such as the Edinburgh Process Partners network, the Subnational Government Advisory Committee with the CBD/AC-SNG Secretariat, and the GoLS subnational governments, coordinated by the government of Aichi Prefecture, Japan) as key actors in the implementation of the CBD – UN Convention on Biological Diversity signed in Rio’92. WBio2022 focuses on guaranteeing concrete advances in these global agendas in a participative way, with local reflexes until 2030.

WBio2022 aims to encourage critical reflection on the issue of biodiversity and associated local and subnational practices with the potential for replicating experiences, facilitating access to resources and partnerships from diverse sources, and democratizing knowledge for actors working at multiple levels of the biodiversity chain to consolidate the GBF.

The WBio2022 proposal positions local and subnational governments (L&SNGs) as agents of territorial governance in a central place to support the implementation of the post-2020 Global Biodiversity Framework (GBF), developing a critical tool for the efficient achievement of actions that value biodiversity: a governance platform for network cooperation of the various actors that make up these territories. The platform will be co-produced with the main groups related to the global biodiversity agenda, including women, youth, indigenous peoples & local communities, NGOs, and companies.

Governments’ commitment to the biodiversity convention is always a significant challenge. Still, tackling biodiversity loss is urgent, and concrete actions are needed from all stakeholders, including L&SNGs, to meet the goals of the CBD. In this sense, WBio2022 brings together essential agents for the debates on nature they propose to catalyze, including companies, financial institutions, multilateral development banks, academia, youth, indigenous peoples, local communities, and NGOs.

WBio2022 will also make it possible to identify transformative biodiversity governance initiatives by local and subnational governments, focusing on five initial structural themes: Governance, Cities, Ecosystem Services, Protected Areas, and Science. The WBio2022 will allow for the knowledge of various local and subnational actions that can be replicated in projects in different regions of the planet, reinforcing the concept of acting locally and thinking globally.

WBio2022 will also discuss ways and means for these projects to be sustained, building on the leadership of subnational governments already involved in the CBD Edinburgh Process and their networks, such as Regions4, AC-SNG, GoLS, and ICLEI. One of the event’s main objectives is to initiate the implementation of the GBF at the territorial, subnational and local levels through collective reflections that aim to point out ways to trigger the implementation of concrete solutions to the main transformative channels and potential gaps in the GBF to be adopted by CBD COP15.

Other objectives of WBio2022 include:

To prepare the debate to structure a governance platform of concrete actions from sustainable territories, highlighting local and subnational initiatives from several countries – within the Global Biodiversity Framework, with a deadline of 2030.

To create a polycentric management group with individuals and organizations interested in monitoring and implementing the platform.

Mobilize resources and business for the cooperative platform to assist key SNGs and partners for knowledge generation, matchmaking and project design acceleration – seeking to generate concrete advances by 2030, the Decade of Action, as suggested by the UN.

Establish agreements with leading networks, international actors

Form working groups on the five topics to be addressed:

G1-Implementation and governance of communication, environmental education, and societal awareness (CEPA).

G2-Cities: optimizing nature-based solutions, ecosystem-based approaches, and restoring urban ecosystems.

G3-Subnational territories: green&blue economy and financial and incentive instruments for projects and actions at sea and land landscape scales, in the context of the benefits of ecosystem services, considering vertical and horizontal integration.

G4 Protected areas and other effective area-based conservation measures (OECMs) – identifying public-private synergies for connectivity, highlighting marine and coastal areas.

G5 – Science, knowledge generation, and monitoring: exchange of pilots, establishment of science-based indicators, reporting and capacity building in technology transfer for the activities of this governance platform, prioritizing Tropical Forests, highlighting restoration in urban areas, forests, and agriculture, and nature-sensitive renewable energy.

Execution

The WBio2022 Organization Team is composed of:

Secretariat of the Convention on Biological Diversity/UN (CBD Secretariat / SCBD) – Based in Montreal, Canada, CBD Secretariat was established to support the objectives of the Convention.
